For the herb garden, are you getting enough sunlight? And morning light is better than afternoon light, if you have to choose between the two.
Are you planting in a pot or in the ground?
And you *can* over-fertilize herbs, if you've tried that.

This is my first time growing chamomile, and it seems content for the time being. The herbs I've had that have *really* flourished, and survived the winter to take over my "yard" again are the Rosemary and the Thyme. You might try them and see how they do. Also, if you can make mint happy, it'll run amuck! (but then, it's a wonderful thing to have running amuck!)
